Step 1. First, cut a bunch of burlap squares. I thought about buying burlap by the yard, which is a little cheaper than the ribbon, but burlap is very messy to cut. The premade ribbon is nice because the ends are finished and won't unravel.
Step 2. Continue to cut one whole ribbon and then about 3/4 of the second ribbon. Then connect the squares. Take one square and bring two opposite corners together, making a triangle.
Step 3. Fold the other points down. It should meet the other two corners. Then fold point A down to meet the corners. Now you have one nice little poof.
Step 4. You are going to take this poof and attach it to your wreath.
Step 5. Use one of your floral pins and push it through all four corners of your poof and the foam form. Make sure you don't put your pin in the very corner of your burlap or it might unravel. Continue making your poofs and adding them to your foam form.
Step 6. Get out the decorative ribbon. When my foam form was full, I made a basic bow with my chevron ribbon. You can use pipe cleaners or floral wire to attach the bow and twist on the wreath. Then add the flowers and other embellishments, ornaments and more with hot glue.
